Help with posting pictures

I don't know if this is the correct way to go about it, but I'm pulling my hair out!😬
How on earth do I upload a picture to my post?
I have read the "help" FAQ's and they just say "create an album in your user CP", well, I've looked and looked until I can look no more, and there is definitely no "Album" tab.
Adding a picture just asks for a URL address, which doesn't make sense to me as they will just be web page images, and I want to upload a photo from my pc.
Please help before I go Kojak.

copy up from yer pc, click hot link for forums......... babooshka..
