Welcome in buddy, as for the bag? Probably best to keep it away from anyone in uniform I imagine

That's not a standard fitment.
Has the bike been recently imported from Columbia, or had a trip abroad to Amsterdam? Post some pictures of the bag and powder...But don't get your fingerprints on it.

It's probably fairy dust. It's rumored, and I had heard that it came as standard in some limited amounts with some higher spec Monsters so you can fly! Of course it might be something mundane like silica gel, either that or you've bought an ex. drug mule Ducati.

Some might suggest rolling up a fiver and taking a sample? However it might be better to view these videos to give you greater knowledge!

I hate to ruin the party, but my answer is nevertheless sound deadening material - if black rectangular 8 x 10 inches....

Well you might as well throw that straight in the bin then. Especially if it's not going to help fund some carbon or billet goodies.

Yep, injected Monsters have a little 'duvet' held under the tank with four bits of velcro, to reduce noise from the airbox
