Now I know nothing about the bike in question, but the steering symptom sounds like it could potentially relate to a steering lock engaging, or a cable/line jammed somewhere it shouldn't be, that a bang on the crash barrier subsequently disengaged. I would be looking for squashed components around the head stock.
