Acetone doesn't effect cured epoxy and it doesn't have very much effect on uncured epoxy either, except for smearing it about and slowing the curing process a bit.
Use water on uncured epoxy preferably warm with a little soap in it.
Cemtex will get the liner off, either a little inside the tank or a thin layer on the outside.. The effect is the same. You may notice slight marks on the paintwork but nothing that will make much difference.
