Definitely not! With exception of immediate area outside schools at arrival & days end, plus hospitals, I see no need whatsoever for ludicrous 20mph limits.
Research following their introduction & use shows that more accidents occur in these restricted speed zones than before, so the obvious conclusion is to remove them (excluding school & hospitals) ASAP.
