I did wonder about that, Mr G, but there are no other screws listed in the torque table that could be the top yoke fasteners. So, either Ducati have completely omitted the entry for the top yoke, or they've included them in the 'steering head' entry with confusing text.
A quick cross-check with the instructions for adjusting the head bearings, shows the two screws (no. 4) as being tightened to 24Nm.
Of course, if you tightened both sets up to 23Nm instead, then they'd still be within the +/-5% tolerance so you'd be covered either way.
