Jerry, I had similar problem with my rear cylinder last year, though i didn't go as far as you in rebuilds etc.
I resolved mine eventually by simply screwing the air screw on that carb out about 4 or 5 full turns (can't remember exactly how many) with the front carb sitting perfect about two turns out.
edit - by air screw, i mean idle mixture screw
